Press Release: KSEI AND INDONESIA SIPF STRENGTHEN SYNERGY IN THE DISTRIBUTION OF INVESTOR LOSS COMPENSATION IN THE INDONESIAN CAPITAL MARKET

Jakarta, September 15, 2026 – PT Kustodian Sentral Efek Indonesia (KSEI) and PT Penyelenggara Program Perlindungan Investor Efek Indonesia (Indonesia SIPF) strengthened their synergy through the signing of a Cooperation Agreement (PKS) held on Tuesday (September 15). The signing of the agreement marks the commitment and infrastructure readiness of KSEI and Indonesia SIPF to distribute compensation funds to eligible investors, sourced from proceeds recovered through the enforcement of capital market laws and regulations by the Financial Services Authority (OJK).

The agreement was signed by KSEI President Director Samsul Hidayat and Indonesia SIPF President Director Gusrinaldi Akhyar, and witnessed by OJK Head of the Capital Market Institutions Supervision Department (DPLE), Edi Broto Suwarno. Also attending the signing ceremony were Yulianto Aji Sadono, Director of Transaction Supervision and Compliance of PT Bursa Efek Indonesia (BEI); Satya Birawa, Director of Clearing and Guarantee of PT Kliring Penjaminan Efek Indonesia (KPEI); Imelda Sebayang, KSEI Director of Finance and Administration; Eqy Essiqy, KSEI Director of Settlement, Custody and Supervision; Dwi Shara Soekarno, Director of Indonesia SIPF; the Board of Commissioners of Indonesia SIPF; the Chairman/Executive Director of the Association of Indonesian Securities Companies (APEI); and the Chairman of the Indonesian Association of Custodian Banks (ABKI).

The Cooperation Agreement is a follow-up to the implementation of Financial Services Authority Regulation No. 65/POJK.04/2020 concerning the Return of Unlawful Gains and Investor Loss Compensation Funds in the Capital Market, as well as its implementing regulation, Financial Services Authority Circular Letter No. 17/SEOJK.04/2021 concerning the Return of Unlawful Gains and Investor Loss Compensation Funds in the Capital Market. The implementation is carried out through the signing of an Agreement on the Provision of Fund Accounts and the Distribution of Investor Loss Compensation Funds.

Samsul stated, “The signing of this Cooperation Agreement represents a shared commitment to supporting market deepening through the orderly, transparent, and accountable administration and distribution of investor loss compensation funds. Through this agreement, KSEI carries out its role as the provider of fund accounts, including facilitating the distribution of funds to individual investors based on instructions from Indonesia SIPF. This commitment also represents our support for investor protection, particularly as the number of investors continues to grow significantly,” said Samsul.

The number of capital market investors in Indonesia continues to experience significant growth. As of September 11, 2026, the number of capital market investors had exceeded 31.4 million. This growth represents a highly positive achievement and demonstrates the increasingly broad participation of the public in investing in the capital market. Samsul added that this growth in the number of investors needs to be accompanied by stronger investor protection through mechanisms that are increasingly robust, effective, and trusted by investors.

On the same occasion, Gusrinaldi explained, “The regulatory framework for disgorgement is already in place. Through this agreement, Indonesia SIPF and KSEI are strengthening and formalizing the infrastructure readiness required to support its implementation, enabling the mechanism to be carried out in coordination with OJK. For Indonesia SIPF, this cooperation also forms part of the expansion of its role in protecting investor assets in the capital market. In addition to carrying out its function of protecting customer assets against the risk of asset loss at custodians, Indonesia SIPF has prepared the institutional and operational capacity to support the implementation of the disgorgement function since the issuance of the relevant OJK regulations. With this readiness in place, we hope that the implementation of the investor loss compensation mechanism will further strengthen investor confidence in the Indonesian capital market.”

The agreement ensures the effective execution of each party’s respective responsibilities while supporting a smooth, efficient, and collaborative working relationship. Key provisions of the agreement include mechanisms for the exchange of information and coordination between the respective parties concerning the distribution of specific compensation funds, as well as contingency arrangements for certain circumstances.
